Establishing a business in Finland – Things you should know about Finnish taxation

 

Tax administrators´registers

Registration of a foreign company to Finnish tax administrations’ registers means in general that:

  • Your company will be seen as a trusted partner to do business with in Finland.
  • You show that you are in Finland to do business on the longer term (tax-at-source card can be used for one separate project).
  • Your company can become a subcontractor to Finnish contractors.
  • Your company complies with the Contractor’s Obligations and Liabilities Act as far as Finnish registers are concerned.
  • You are registered and have a Business ID and possibly a VAT number.
  • If you are registered to the employer register, it means that you are taking care of the withdrawing of taxes on wages on behalf of your employees.
  • It does not mean that your company has a permanent establishment in Finland.

A fixed establishment brings a tax liability

If the activities of a foreign company in Finland are considered to constitute a permanent establishment, the company must pay income tax on its activities in Finland.

 

Prepayment register

No withholding tax need be paid on remuneration for work or use paid to an operator entered in the prepayment register. If the business that invoices the remuneration for work or services is not entered in the prepayment register, the purchaser of the service must submit a withholding tax return on the purchase price charged.

 

VAT and the tax register

A foreign trader who carries on business in Finland is often liable for VAT here. The company is obliged to register for VAT if it has a permanent establishment in Finland.

 

Register of employers

The Register of Employers is a register maintained by the tax authorities that lists information on employers who regularly pay wages. Employers in Finland have various obligations related to the payment of wages, such as withholding taxes, paying health insurance contributions and paying occupational healthcare contributions.

In Finland, wages are reported through the Incomes Register. If the entrepreneur or company is an employer who pays wages on a regular basis, it must be registered in the employer register.
